2023 North Carolina Legislation Related to Planning and Development Regulation

The 2023 “long session” was a long session indeed. The North Carolina General Assembly convened in January and work continued well into the fall. With a veto-proof majority, the Republican-controlled General Assembly implemented many policy changes across a range of topics. With regard to planning and development regulations, notable changes included the creation of a new Residential Code Council, the legalization of betting at sports facilities, and changes to building code standards, building code procedures, environmental standards, utility requirements, and more. This bulletin provides summaries of these changes and a quick-guide for action that may be needed at the local level.
