These reports are posted here to enable anyone to read them, learn from the data we have collected, and submit comments if they desire. This report was commissioned by the North Carolina Department of Health & Human Services and the Department of Public Instruction. The goal was to obtain an understanding of how the current model functions, what other states are doing in this area of service provision, and how stakeholders would like these services to be provided in North Carolina. The research is based on:
- A review of key legal statutes
- Site visits and meetings with administrators, teachers, parents, and students at several NC school districts and residential schools for the deaf or blind
- Research and interviews with major national organizations and policy leaders
- Fourteen focus groups involving state agency officials, school administrators, teachers, and parents
- A web survey for parents of students with hearing and/or visual impairments
In sum, over 450 North Carolinians provided information for this report.
This report was commissioned by the North Carolina Association of Regional Council Directors. The goal was to gain an understanding of current and future service needs from North Carolina's 17 regional councils and to update budget, membership, and service data contained in a 1995 report on regionalism in North Carolina. The 1995 report, "Regionalism in North Carolina", can be found here. This report was commissioned by the Golden LEAF Foundation.
The goal was to evaluate the program's ability to meet Golden LEAF's goals, and if/where it did not, explain why and offer up alternatives that might improve the program's performance. Performance data was obtained from:
- The Golden LEAF Foundation (GLF)
- University of North Carolina - General Administration (UNC-GA)
- North Carolina Independent Colleges & Universities (NCICU)
- North Carolina State Education Assistance Authority (NCSEAA)
- Interviews with 14 NC colleges & universities across the state
This report was commissioned by the North Carolina Department of Environment & Natural Resources (NC DENR). The goal was to work with stakeholder groups to determine a list of potential performance measures that could be used in a future evaluation of the two procurement methods currently used by DENR's Ecosystem Enhancement Program. Those two procurement methods are commonly referred to as Design-Bid-Build (DBB) and Full Delivery (FD). Stakeholder groups included:
- Mitigation Providers
- Mitigation Consumers
- Federal and State Regulators and Watchdog Groups
- Program Administrators and Related Personnel
A evaluation may occur in Phase II. The evaluation may have a scope encompassing more than the two procurement processes.
