Knapp Library
The Joseph Palmer Knapp Library houses a large collection of material on state and local government, public administration, and management to support the School's instructional and research programs and the educational mission of the Master of Public Administration program. Reference and research services are available to all residents of North Carolina, and additional assistance is available to state and local government personnel, both elected and appointed.

Kevin McCarthy joined the DFI team in 2025 as a Real Estate Development Analyst. Prior to relocating to North Carolina, Kevin served as the City Planner & Zoning Administrator for the City of Columbia, Tennessee. Before working for the City of Columbia, he served as Research Advisor at the Tennessee Housing Development Agency and Policy Administrator for Florida’s state housing finance agency. He has also worked in the private sector, securing capital and operating subsidies for mission-driven developers of affordable and supportive housing. Kevin holds a master’s degree in Urban & Regional Planning from the University of South Florida with a concentration in Housing & Community Development. He is a member of the American Institute of Certified Planners (AICP). Kevin also holds a master’s degree in Business Administration from the Florida State University with a concentration in Real Estate Finance. He is a licensed real estate broker in Florida, Georgia, and Alabama.
