This project seeks to build the capacity of local human services agencies, governmental and nongovernmental, to encourage community social capital development through capturing and sharing existing knowledge of social capital and civil society. With success, the federal government can more effectively leverage communities’ ability to meet their human services needs through a stronger social safety net that uses the power of public organizations and private citizens—the power of civil society.
