As the School of Governent's partnership manager and executive director of the North Carolina City and County Management Association, Robert Shepherd provides administrative, financial, and professional development support to the Association and the implementation of its strategic plan. He joined the School of Government in 2019.
Previously, Shepherd served over 22 years with the North Carolina League of Municipalities (NCLM), most recently as the Assistant Director of Business and Member Development Services. During his tenure at NCLM, Shepherd served as a Risk Management Member Services Field Representative; a Member Services Representative for both Risk Management Services and League Services; Manager of Member Services; and Director of Member Services and Education. As the Director of Member Services and Education, he worked closely with School faculty to provide educational opportunities for municipal elected and appointed officials during the NCLM annual conferences and the School’s Local Elected Leadership Academy (LELA). Before his work at the NCLM, he served as the Assistant Manager and Human Resources Officer for the Town of Kernersville and Town Manager for the Town of Walkertown.
Shepherd earned a bachelor's degree from UNC-Greensboro. He also holds certificates in municipal administration and personnel administration from the School of Government.Â
