Knapp Library
The Joseph Palmer Knapp Library houses a large collection of material on state and local government, public administration, and management to support the School's instructional and research programs and the educational mission of the Master of Public Administration program. Reference and research services are available to all residents of North Carolina, and additional assistance is available to state and local government personnel, both elected and appointed.
- Covid-19 Response

Alicea Easthope-Frazer joined the School of Government's Environmental Finance Center in 2023. Previously, Easthope-Frazer worked in both program and operations roles at The Aquaya Institute. Her career focus has been on water and sanitation research in international, low-resource settings. In addition, she served as a Peace Corps volunteer in El Salvador.

She earned a bachelor's degree from Skidmore College and master's degree in earth system science from Stanford University.
