G.S. 7B-3000

Court records maintained by the clerk of superior court in cases involving delinquent or undisciplined juveniles are not open to public inspection and may be examined only pursuant to court order or as otherwise provided by law. The juvenile’s court record may be examined without a court order by the following persons:
the juvenile or the juvenile's attorney;
the juvenile’s parent, guardian, or custodian;
an authorized representative of the juvenile’s parent, guardian, or custodian;
juvenile court counselors and probation officers;
the prosecutor.
Sealed portions of juvenile records may be examined only by court order.
